Dismissed role
We already have a demoted role yet people who are demoted keep on harassing other players. I think that we should have a Dismissed role that is a perma-ban for players who continue to not follow rules after you are demoted.

When you make a lobby you can turn off the ability for demoted players to join (this is the default setting). Permanent bans are handled through steam using their game ban system. See here for more details: https://support.steampowered.com/kb_article.php
