Dark maps, Night Vision Goggles, infrared flashlights and laser pointers
I think it would be epic to have such things in the game. Night Vision Devices will let you see in the dark (though with limited FOV, depending on the type of NVD), and IR lights/lasers can only be seen through those devices. IR lasers are mainly used for aiming through NVG's, since weapon sights can't really be used with them (close objects become blurry), and IR flashlights will be useful in pitch-black conditions, giving you a flashlight that people without night vision devices can't see.

Dragging incapacitated and dead teammates body's.
This can be used for possibly saving each others lives and dragging dead bodys out of the way since they often get stuck on a door. This feature can also be used for stealth, dragging deceased bodys out of the way so the enemy team won't know. The dragging can have a seperate animation dragging the persons neck collar and preventing you from zooming in with a gun.

tasks to get more xp
Maybe add tasks for the player to do eg. Arrest 25 people, hack 20 computers, kill 8 people with a sniper. This would add more ways for people to get xp, especially guards who can only kill and arrest to get more xp.

Different game modes
I don't really know if this has been asked before or is it planned already, but new game modes would be nice. For example, there should be like a Sandbox type mode where you can do whatever you want on whatever map you want and also if you die, you could respawn. There should be like a Stealthy Free for All mode, and like TDM mode where only way to win is by killing as much of the enemy team as possible, people respawn and team gets points by getting kills :) Those are some game mode ideas but there

Add an option to turn the HUD off for all players when making a lobby
One step closer to a hardcore mode, would love to see this in the next update

Timer customization
Rather than having a binary decision of having the timer either enabled or disabled, allow for players to customize how long the timer should go on for during a round.

Add a compass in spectator mode
Whenever you are in spectator mode, you lose the compass overlay that you get when you are alive. I feel it would be helpful to still have the compass.

Helmet for guards
My idea is to add a helmet to the guards that would disappear/break with a single hit from a weapon. it would have had every guard at his appearance. the helmet would protect only the area on which it is located. I think that such an update would revive the game for the guards. An example would be guards with helmets MGS V.

More things to do for guard to get xp
Guards should get xp for rigging, being nearby an objective etc. Because intruders are liked more because you can get more xp while being one (hacking, packages etc).

Add an option to swap weapons using mouse wheel
It would make it much easier for people used to swapping weapons with their mouse wheel. Maybe this could be implemented as a toggle? I would love to be able to use my mouse wheel for weapons swapping.

Sneak attacks
Be able to to grab someone's mouth from behind to stop them from talking and just stabbing them after that

Pre-round Planning
Before the round starts, each team could have, say, a minute to plan out how they're going to play out the round. This time would be spent on a screen showing the map and its objectives. Best case scenario, the map has some drawing method built in to visually plan.
It'd be easy to implement this, simply combine the code from the join lobby and the UI of the objective menu. This would be best reserved for competitive servers, so a server option should be made for it.

Persistent Campaign Gamemode
WARNING: This would be very difficult to implement, and would require a large amount of work.
This gamemode wouldn't take place on a single map, nor would it have various, separate rounds. Instead, it uses several game instances, either actual separate but connected servers or several instances of the server code running on one machine. These server instances would communicate with a master server (which is what you actually "connect to", there isn't a listing item on the server list for each game instance) which runs the server-spanning gamemode logic. I love your game but unfortunately my computer can't run your game because of some problems. I think there is more people have the same problem. So if you can intergate Intruder to GeForce NOW it would be great. I hope your game achieve more succes. Thanks.

Slippery/Tripping areas with no sound/changeable sounds.
These would be useful both in removing abusable spots from official maps, and allowing more functionality in the MM.

Mutes do not hold when switching rounds/moving maps
I've revived reports that the mute command is not working when being used while playing in a room that has a match and cycle tag.

Tuning option to not end rounds after all players on a team die to allow for more custom modes.
For custom modes such as King of the Hill, having rounds end as soon as everyone on a team is dead simultaneously isn't ideal. A tuning option to disable this would be excellent.

Alarm system
A system with built in the map/placed by players sensors that trigger an alarm in the building. The intruder might obviously disable it via a control panel/sec. room
